1.3.5 TI Machine Learning Instruction Extensions

The M33 core has extended neural net instructions to support TINIE. There are implemented Custom Datapath Extensions (CDE) in the Cortex-M33 to accelerate machine learning algorithms to support TI (New Product Update) NPU-APIs.
