The charge termination condition must be met to enable valid charge termination. The BQ40Z50-R5 device has the following actions at charge termination, based on the flags settings:

Setting [TAPER_VOLT] = 1 causes Charge Term Charging Voltage to be used in place of ChargingVoltage() / the number of cells in series for a valid charge termination condition.
